TARC to Implement Scheduling and Stop Adjustments to take effect August 3
July 17, 2025Effective August 3, 2025, TARC will implement a set of routing, schedule, and service adjustments that TARC customers should be aware of. These changes will help TARC be more reliable and better serve the community with consistent on-time performance, as well as adjust pick up locations around the Nia Center as TARC ends operations there.
The August 3 service adjustments are divided into four main categories:
- Nia Center stop location adjustments as TARC ends operations on Nia Center property. Boardings will now take place near the intersection of Broadway and 28th instead of in the parking lot behind the Nia Center or in front of the building on Broadway. The #21 Chestnut Street bus will no longer travel to the Nia Center.
- Schedule adjustments to 10 routes to improve reliability, consistency, and better match school and employer start times. The routes affected are listed below.
- Slight routing adjustments to the #4 Fourth Street and the #6 Sixth Street in downtown Louisville. Both buses will continue on 5th Street between Market and Main instead of making a block long detour to 4th Street.
- Discontinuation of two very limited Shopper services and a reduction for the other three shoppers in areas already covered by daily transit service. The two discontinued Shoppers currently operate once a month and once a week, respectively, and operate in areas with frequent daily service.
In addition to the stop location adjustments around the Nia Center, TARC will also be closing its Nia Center customer service kiosk. The last day that the kiosk will be open is Friday, August 1. The TARC customer service kiosk and cashiers’ office at 1000 W Broadway will remain open and there will be 2 cashiers at the Union Station desk effective Monday, August 4th. TARC customers can also buy or reload MyTARC cards at the W. Broadway Kroger.
TARC typically makes any needed adjustments to service at three times during the year – January, June, or August.

1. Routes currently serving the Nia Center
Nia Center stop locations will be adjusted as TARC ends operations on Nia Center property. Stop location changes will affect customers using the #19 Muhammad Ali Blvd, #21 Chestnut Street, #23 Broadway, #25 Oak Street-Westport, and #99 UPS Shuttle-West Louisville.
- Route #19 Muhammad Ali Blvd: Will not enter into the NIA Center, but stay on 28th Street in both directions.
- Eastbound will board on 28th next to the Kroger
- Westbound will board on 28th next to the Taco Bell
- Both of these stops are current stop locations.
- Route #21 Chestnut Street: Will no longer travel to the NIA Center or W. Broadway; instead, the bus will stay on Madison/Chestnut (EB) and Madison/Muhammad Ali (WB)
- Eastbound will board on 29th Street at Chestnut
- Westbound will board on Madison at 29th Street.
- Route #23 Broadway: Will not service the NIA center (front or rear)
- Eastbound will board at 28th Street in front of the Goodwill
- Westbound will continue to board at 29th across from the NIA Center in front of TARC offices.
- Both of these stops are current stop locations.
- Route #25 Oak-Westport: Will not service the NIA Center. (front or rear)
- Eastbound will board on Broadway at 29th Street in front of TARC offices
- End of line will now be re-routed from Nia Center to 28th Street to make connections and then continue to Broadway and 29th Street for return trip to the east end
- This is a current stop location.
- Route #99 UPS Shuttle West Louisville: Will not service the NIA Center (front or rear)
- Eastbound will board on 28th Street in front of the Goodwill.
2. Schedule adjustments to improve efficiency and on-time performance
TARC will make a series of schedule changes for reliability, consistency, and to better match school and employer start times. Details for each route are below. Customers should consult updated schedules for precise changes. Final updated schedules will be available before August 3 and posted on TARC’s website. Printed versions will be available at TARC’s offices at 1000 W Broadway.
- Route #2 Second Street
- Schedule adjusted to better align with JCPS start and end times for Manual High and Noe Middle School
- Arrival times will change by a few minutes for most of the day and evening at all stops
- Frequency will remain the same
- Riders should check the updated schedule for specific changes
- Route #17 Bardstown Road
- Schedule adjustments are being made to improve on-time performance
- Departure times will change by a few minutes at all stops in the afternoon and evening
- Frequency will remain the same
- Riders should check the updated schedule for specific changes.
- Route #19 Muhammad Ali
- Adjustment to late afternoon timing due to additional trip leaving Riverport around 5 p.m.
- Departure times will change by a few minutes at all stops in the late afternoon
- Frequency will remain the same
- Riders should check the updated schedule for specific changes.
- Route #23 Broadway
- Early morning departure times are being adjusted – buses will leave a few minutes earlier
- Frequency will remain the same
- Riders should check the updated schedule for specific changes.
- Route #28 Preston Highway
- Change to one evening trip
- Southbound trip leaving 5th and Jefferson at 7:30 p.m. will service Edgewood parking lot at UPS before continuing to UPS Worldport
- No schedule adjustments to the rest of the line.
- Route #29 Eastern Parkway
- Schedule adjustments throughout the day to better align with Butler High School, Pleasure Ridge Park High School, and Western High School start and end times
- Service will start 30 minutes earlier each day, with schedule changes to each trip throughout the day
- Frequency will remain the same
- Riders should check the updated schedule for specific changes.
- Route #71 Jeffersonville-Louisville-New Albany
- Change to one late afternoon trip
- Bus leaving the Jeffersonville Meijer headed to Louisville and New Albany (to IU Southeast) will leave 10 minutes later (at 5:50 p.m.), with adjustments to timing at each additional stop during that trip
- No other trips will be impacted.
- Route #93 UPS Shuttle-UL-JCTC
- Schedule slightly adjusted to better match UPS schedule
- Frequency will remain the same
- Riders should check the updated schedule for specific changes.
3. Downtown routing changes
- Route #4 Fourth Street: Routing adjusted at 5th and Jefferson
- Route will no longer serve 4th Street between Market and Main Street
- Routing will continue 5th Street to Main, to regular route end-of-line.
- Route #6 Sixth Street: Routing adjusted at 5th and Jefferson
- Route will no longer serve 4th Street between Market and Main Street
- Routing will continue 5th Street to Main and then to 8th and then to Market before beginning southbound return trip.
#4. Shopper changes
Historically, TARC has operated several routes with very limited service that only make one roundtrip a week or one roundtrip a month to particular commercial areas. Those routes are called Shoppers. As TARC continues to update service patterns, two Shoppers will be discontinued and three will offer reduced service effective August 3. Affected customers will still be able to use multiple TARC routes to access the currently served commercial areas.
Discontinued service
#38 California Shopper
- The California Shopper currently makes only one monthly round-trip from the California Square Apartments to the Kroger on W. Broadway
- Customers will be able to access the W. Broadway Kroger by the #10 Dixie Rapid (every 20 minutes) and the #23 Broadway (every 15 minutes most of the day).
#58 Bashford-Oxmoor Shopper
- The Bashford-Oxmoor Shopper currently makes only one round-trip weekly from the Bashford Manor Walmart to the Oxmoor Mall
- There are a number of potential alternatives to the #58 that make multiple daily trips, including:
- Route #19 Muhammad Ali: Travels from Mall St. Matthews to Oxmoor Mall, and from Dupont Circle to Shelbyville Road
- Route #23 Broadway: Starting at Shawnee Park, the #23 branches at Taylorsville and Bardstown to serve many of the areas on the #58’s weekly run:
- One branch serves Bashford Manor and Mall Road to Taylorsville
- One branch serves from Dupont Circle to Bardstown Road via Dutchmans Lane
- One branch serves from Bardstown and Goldsmith to Hikes and Breckenridge
- Route #29 Eastern Parkway: Connects Bardstown Road to St. Matthews
- Route #40 Taylorsville: From Taylorsville and Dutchmans to Taylorsville and Breckenridge Lane.

#41 In Town Shopper
- Will now operate on the 3rd Thursday each month
#51 Old Louisville Shopper
- Will now operate on the 2nd Thursday each month
#83 Southern Indiana Shopper
- Will now operate on the 3rd Thursday of the month
